     Jauh di jantung daerah kumuh Jakarta terletak sebuah apartemen bangunan terlantar tak tertembus yang menjadi rumah aman bagi pembunuh kota yang paling berbahaya, pembunuh dan gangster. Blok apartemen kumuh telah dianggap tak tersentuh bahkan polisi. Semuanya berubah ketika tim elit bertugas menyerang bangunan agar untuk mencatat kejahatan terkenal tuan Tama Riyandi yang menjalankannya.
Berjubah bawah penutup pra-fajar kegelapan dan keheningan, rookie petugas Rama dan seorang pria 20 tim SWAT, yang dipimpin oleh Sersan Jaka, tiba di blok apartemen di bawah bimbingan Letnan Wahyu. Mulai dari lantai dasar dan bergerak naik, mereka perlahan-lahan dan bijaksana menyusup ke blok apartemen sampai mereka mencapai lantai enam. Tim ini ditemukan oleh seorang anak yang lari untuk memperingatkan Tama.

Tama mendengar kehadiran dan mengumumkan ke seluruh blok bahwa ia akan memberikan perlindungan kepada mereka yang membunuh tim SWAT. Sersan Jaka segera belajar bahwa misi itu tidak disetujui oleh departemen, tetapi hanya oleh Letnan Wahyu, sehingga tidak ada bala bantuan atau pertolongan. Setelah pertempuran panjang tim ini terdampar di lantai 6 di mana mereka; kalah jumlah, dari amunisi dan sedang diburu. Para anggota yang selamat dari serangan adalah: Sersan Jaka, Letnan Wahyu, Bowo, Dagu dan Rama. Setelah nyaris melarikan diri ledakan, tim dibagi menjadi dua kelompok: Jaka dengan Wahyu dan Dagu di lantai 5 dan Rama dengan Bowo menemukan keselamatan di lantai 7.

Setelah Rama bertahan serangan oleh sekelompok parang, ia ditangkap oleh Andi, tangan kanan Tama itu. Pada saat yang sama, Jaka dan kelompoknya ditemukan oleh Mad Dog, antek kejam Tama itu. Wahyu dan Dagu lolos sebagai perkelahian Mad Dog dan akhirnya membunuh Jaka. Andi diturunkan menjadi saudara Rama terasing yang memilih untuk meninggalkan keluarga dan tidak meninggalkan jejak keberadaannya. Andi memungkinkan Rama tahu kapan itu akan aman saat ia bertemu dengan Mad Dog. Tama belajar dari pengkhianatan dan memungkinkan Mad Dog merawat Andi.

Rama regroups dengan Wahyu dan Dagu dan penyerangan lantai 15 di mana Tama berada. Rama membebaskan Andi dari Mad Dog saat mereka terlibat dalam perkelahian brutal. Wahyu dan Dagu pendekatan Tama tetapi Wahyu membunuh Dagu meninggalkan kedua orang mendiskusikan posisi mereka di dunia kriminal. Rama dan Andi mendekati keduanya, dan ia mengungkapkan bahwa Tama seharusnya membunuh Wahyu sementara Wahyu ingin melakukan hal yang sama Tama. Para petugas yang lebih tinggi dalam hirarki struktur polisi sudah bosan Wayhu dan telah mengirim dia di sana untuk mati. Wahyu Tama membunuh dan mencoba bunuh diri tapi gagal.
